- RI Department of Environmental Management (DEM), Division of Fish and Wildlife, online via RI DEM portal, authorized agents.
- Cost
- Freshwater: resident annual $20, non-resident annual $38, non-resident 3-day $20. Trout conservation stamp $7.50 (required to keep trout). Saltwater: FREE state registration (no fee), all ages 16+ must register.
- Validity
- Calendar year (Jan 1 – Dec 31) freshwater. Saltwater registration renewed annually, free.

Age 15+ requires freshwater license. Saltwater registration is free but mandatory — RI satisfies federal NOAA angler registry without charging (one of only a few coastal states with free saltwater). Age 65+ residents free freshwater. Free Fishing Weekend first weekend of May.

Rules & Regulations
- Closed seasons
- Stocked trout waters: 2nd Saturday April – last day of February (March closed for stocking). Striped bass: open year-round, 28–31" slot statewide, 1 fish/day. Tautog: April 15 – May 31 and Aug 1 – Dec 15, 3/day 16" min. Scup: open May 1 – Dec 31.
- Catch limits
- Striped bass: 1/day 28–31" slot (mandatory C&R outside slot). Tautog: 3/day 16". Scup: 30/day 10". Black sea bass: 3/day 16.5" (May–Aug), 5/day Sept–Dec. Summer flounder (fluke): 6/day 19". Trout: 5/day in stocked waters, stamp required.
- Prohibited methods
- No chumming for striped bass in RI state waters with menhaden (since 2020 — circle hooks required for bait). No snagging. Max 2 rods freshwater. Gaff ban on striped bass.
- Catch & Release
- Striped bass mandatory circle hooks when using natural bait. Tautog outside size/season mandatory release. Black sea bass slot applies. Fly-fishing-only sections on Wood River and Falls River.
Narragansett Bay is the #1 striper hotspot in the Northeast. Block Island (13 miles offshore) legendary for giant stripers + tautog. RI reciprocity with MA on Pawcatuck River. Saltwater free registration: register once via SAFIS or DEM site, good for 1 year.

- 300+ ponds and lakes, mostly small kettle ponds. Wood/Pawcatuck system is the premier trout fishery. Worden Pond + Watchaug largest warm-water lakes.
- Saltwater
- 400 miles of tidal shoreline, Narragansett Bay dominates. Block Island Sound + Rhode Island Sound hold migratory species May–Nov. Deep-water canyons 70+ miles offshore for tuna/mahi.

- Transport
- T.F. Green International Airport (PVD) serves whole state within 45 min. Boston Logan 1 hr to Providence. Newport is 30 min from PVD.
- Safety
- Block Island ferry weather-dependent (high-speed ferry Point Judith, 30 min). Narragansett Bay has heavy summer boat traffic. Hurricane season Aug–Oct can disrupt fall striper run.
